P NOY DOES NOT NEED A SECOND TERM…

By | August 16, 2014

P Noy does not need now a second term. What the country needs is A NEW CONSTITUTION. Taken together these two sentences are like media headlines: Catchy, disjointed, deceiving, misinforming, palpably enticing readers to read it. It is actually all of the above. As journalistic mime  as it can wannabe in the quest for truth.
P NOY DOES NOT NEED NOW A SECOND TERM.  If  Malacanang  and or  the entire executive branch are/is   sold to the idea of a second term for their President which clear as daylight is patently not  allowed by the constitution, then that’s being Trapo, with takers just wasting hard earned taxpayers money on activities and shelved  previously established opportunity cost  of  infrastructures. Wasted time is wasted money (eg. expensive TV time, high price hacks). Mind massage and attitude bending using media can be expensive, very costly  if taxpayers money are used. Money that can be better used to alleviate  hunger and disease of  millions of Filipinos in cities and rural areas.
To be metaphorical, the idea violates Physics. It is neither  the straight line, nor the shortest distance between two points. Rather,  it is a distracting hole in a long and winding road. To lengthen the mental stretch: it is not the TUWID NA DAAN that P Noy  is dreaming, talking about.  It (the second term)  is a narrow and shallow sink hole in P Noy’s  TUWID NA DAAN.  Both P Noy’s  detractors  and venom spitting  bashers on the one hand and his party mates, sycophants, supporters and admirers on the other hand,  falling into the sinkhole, could do battle for time and space,  which is definitely costly to the people’s pockets.
What then is the metaphor structure; what are two points which must be connected by the shortest distance  by a straight line purportedly P Noy’s TUWID NA DAAN?  Hypothetically, if the UN over the years is tracking  100 countries in their  performance relative to a given politico-socio-economic  indicators with countries numbers 1 to 10  as almost perfect  for human habitation while  those countries whose numbers are 90 to 100  have dire living conditions even for Zoo animals, then any country choosing  two numbers between 1 and 100 are two points  that must be bridged for better or for worst.  For worst if a country’s President   drives his COUNTRY DOWNWARDS   from number 50 to number 78; or for good  if a country’s President   drives his COUNTRY UPWARDS  from number 78 to number 50. The shortest distance between two points  is not in  physical measure like kilometers or miles, but in abstract TIME.  A smart President can take 20 years to make a little mess  of his country while another clever President could make a huge mess of it  in just ten years.  HOW LONG (the shortest time)  will it take a good President (not necessarily P Noy)  to pull  out and save  Juan de la Cruz still neck deep in the quick sand of corruption?  Juan is  still sinking.   Another term of 6 years for P Noy?  No one really knows. Although P Noy already for 4 years had extended  the branch to pull Juan out of the quagmire, Juan might just let go and prefers to go under.  The darkness  (dilim) of the dilemma  has a light and it is not hypothetical,  it’s real and sharp: IT IS A NEW CONSTITUION FOR THE PHILIPPINES.
What the country needs is A NEW CONSTITUTION. Huh ?   Wakanga?    History so they say punishes those who don’t learn from it; far from just being a whatever record of the past, history is the dynamics between causes and effects of nature and human nature—throttling  evolution and engineering revolutions.  Un-analyzed  and ignored  bad history repeat itself.  The history of Philippine Constitution might say ENOUGH, FINISHED, KAPUT. Obsolescence is its death knell. It is either  Filipinos  WRITE A NEW CONSTITUTION  or choose the UNWRITTEN ONE—like England (UK later) who choose the British people and their common laws high enough above and better than a written constitution. Fear feeds the doubts for changes in written constitution  Fear is the ally of greed against change.
The 1987 Constitution  is now  good mainly for debate, for analytic legalese discourse yielding no direct benefits to the people. May be  it is NOT but to be living   now in cosmic and cyber times  it’s  ALMOST DYSFUNCTIONAL,  obsolete. What the Philippines needs to do now is to stand down, write off past constitutions. The country needs to mind craft (more than handcraft)  a new one  to take good care  of  the future of the new generation  (Gens Y and Gens Z) and their descendants. An absolute need that must  turn VIRAL is a  new  constitution  that will apply  invasive surgical methods to cure corruption, family dynasties, vote buying, abysmal inequality, etc.  This is NUTS, this is impossible  crafting a constitution for the future generation. NO WAY! !  not if it becomes viral. Huh!
In its broadest strategy the NEW CONSTITUTION will happen,  from the sculpture of a convention  provided by law composed  of  240 delegates: 80 of which appointed by the current Congress from among its members; 80 of which from Student Chairmen of University Councils of the 80 most populous State Universities  and another  80 from the chairman  of the  poorest barangays  in the country. COMELEC  shall be in charge  of  delegates’   appointments and the convening of the NEW CONSTITUTION convention.
This is NUTS, this is impossible  crafting a dedicated  constitution for the future generation. NO WAY! !  NUTS ? NOT REALLY, not if the idea  becomes viral among netizens. Huh!  If Noynoy and his thinking  tank has a mind for the poor Filipinos  then they should  put an intellectual and concrete spin to this outside the box, my piece of mind.   Those who will say it can’t happened because there’s  NOT ENOUGH TIME, please see the timetable below:
September – November  2014 ===  3 months =====   Congress to pass enabling law;
February  —  August 2015      ====   6 months = ====  Constitutional  Convention Proceedings
October to November  2015  ===    2 months= ====   Referendum/ Ratification
June  1st, 2016   ==========    NEW CONSTITUTION    IMPLEMENTATION

If and When the three sectors of society:  Students of State Universities, the Barangay Councils and the Current Congress will move their butts, the Philippines will have a new Constitution by June 1, 2016.
